The 1 October 2026 WhatsApp pricing change — what actually moves

Meta stops giving away ordinary replies inside the 24-hour window, and starts charging for utility templates sent within it. Here is exactly what changed, by how much, and what is still free.

Two things changed, and only two

From 1 October 2026, Meta changes two things about how WhatsApp Business messages are billed. The rest of the model is untouched: the same four categories, the same per-delivered-message pricing, the same dependence on the recipient’s country.

The change is not in the rates themselves — Egypt’s rates for the three familiar categories are unchanged. It is in two things that were free, and that this update stops being free.

  • Service messages — your ordinary replies inside the 24-hour window — are charged beyond a monthly free allowance.
  • Utility templates sent while the window is open are charged. They had been free since 1 July 2025.

If your team replies a lot, your invoice can grow without a single new campaign and without one extra conversation. That is the most important line on this page.

Service messages: the first 1,000 a month are free

A service message is any ordinary, non-template message you send while the window is open: a typed reply from an agent, an image, a file, a voice note, anything.

Meta gives every business phone number 1,000 free service messages a month. Past that they are charged at the service rate for the customer’s country. The allowance is per number, resets at the start of each month, and does not roll over.

Per number, not per account — two numbers carry 2,000 free messages between them.

Utility templates inside the window are charged

Between 1 July 2025 and 30 September 2026, a utility template sent while the window was open was free. That exception ends on 1 October 2026.

From that date a utility template is charged at its rate whether the window is open or closed. This lands hardest on businesses that send order confirmations or shipping updates during the conversation itself.

Egypt rates from 1 October 2026

These are US dollars per delivered message, set by the country of the recipient’s number rather than your own. An Egyptian number starting +20 is billed at Egypt’s rates even if your company is in the UAE.

Meta only changes rates on the first day of a quarter — 1 January, 1 April, 1 July or 1 October — with at least a month’s notice. There are no mid-month surprises.

A worked example

In one month a shop sends Egyptian customers 3,000 marketing messages and 4,000 utility templates, and its service team replies 6,000 times.

That $18.00 of service messages was zero before 1 October 2026 — on exactly the same number of conversations. That is the real increase, not a change in campaign costs.

What is still free

  • Messages customers send you. Inbound costs nothing from Meta at all.
  • The 72-hour window: when a customer reaches you from a Click-to-WhatsApp ad or an eligible Facebook Page button and you reply within 24 hours, eligible templates are free for 72 hours.
  • The 24-hour window itself continues: a customer message opens it and every new one resets the clock. What changes is that messages inside it are no longer free — not that the window is gone.

What to do now

  • Check how many service messages each of your numbers sends in a month. Under 1,000, this change does not reach you.
  • Look at the templates you send mid-conversation that used to be free — they are a line on the invoice from 1 October 2026.
  • Make sure every template about an existing transaction is categorised Utility rather than Marketing. That price gap is far larger than this whole change.
  • The final invoice comes from Meta, against the payment method on your WhatsApp Business account. Whatever your platform charges is separate from it.
